SHARED SPACE TO SUPPORTIVE HOUSING:
EXPANDING VETS PLACE CENTRAL
From a construction perspective, Vets Place Central demanded disciplined project management, adaptability, and close collaboration among all project partners. Working alongside The Alexander Company as consulting developer, Galbraith Carnahan Architects, and Center for Veterans Issues (CVI), Kelly Construction & Design helped translate CVI’s mission-driven goals into a buildable, high-performing facility. The shared objective was clear: expand the building and reconfigure the space to replace outdated, shared living conditions with private accommodations that support dignity, healing, and long-term stability for veterans.

The project scope included a complete renovation of the existing facility and the construction of a new four-story addition, significantly expanding the building’s footprint and capacity. What was once a barracks-style environment was transformed into a modern supportive housing facility serving 81 veterans, each with a private room and bathroom, along with shared amenities designed to foster community, wellness, and independence. Executing this work required careful sequencing, tight coordination with design partners, and constant schedule awareness—particularly given the complexity of integrating new construction with an aging structure.
Early challenges related to financing, permitting, and site damage compressed the construction timeline, leaving little margin once work officially began. While many projects measure success by schedule and budget alone, Vets Place Central exceeded expectations through focused construction execution and problem-solving. Despite early delays, the project was delivered on time and under budget, a testament to strong collaboration and disciplined construction management.

Workforce participation and sustainability goals were achieved through intentional planning and execution. The project exceeded Wisconsin Housing and Economic Development Authority (WHEDA) requirements, surpassing the minimum of 12 workforce hires. More than 25% of contractors engaged were emerging businesses, supporting WHEDA’s Workforce Development Program goals and reinforcing KCD’s commitment to strengthening local partnerships. Sustainability performance further reflected the team’s attention to detail during construction. Through thoughtful material coordination, energy-efficient systems, and quality-driven execution, the building surpassed its GreenBuilt certification target, achieving 303 points against a goal of 240.
